Bruce Shively and I examine how the budget for NSHE has changed over the last couple of decades, how our share of the overall pie has declined, and how the legislative formula works to allocate the state's support for higher education.
University Budgets: A Guide for the Perplexed (Mar. 23, 2009). An explanation of university budgets, coauthored with Bruce Shively,  for those who would like to understand the university's different budgets and how they work. 
How Much Can We Increase Student Tuition?  A memo to President Glick (Mar. 6, 2009), discussing the elasticity of demand for higher education
A Suggestion for Senator Reid.   A Feb. 23 memo I wrote to Mark Wetjen, a policy advisor in the Office of the Senate Majority Leader, after he came to campus to discuss the financial crisis with me and some of my colleagues.

My Reply to the Governor's Podcast.  A blog entry on the UNR Faculty Senate site, in answer to Gov. Gibbons' Feb. 11 podcast defending his budget for higher education. This was featured in a Jon Ralston column in the Las Vegas Sun, Econ prof tries to teach Gibbons some economic realities on higher ed (Feb. 12, 2009).

The Economic Impact of the Proposed Cut in UNR's Budget.  A one-page summary of a study by Fadali and Kilkenny (Feb. 6, 2009), which calculated a $60 million net difference, relative to tax enhancements, on state GDP.
My Dialogue with Patrick Gibbons of the NPRI.   A dialogue that began on the senate blog and continued by e-mail, regarding the evidence for economies of scale, et cetera.
My Reply to Regent Knecht.   A Jan. 9 letter I wrote to Regent Ron Knecht regarding his column in the Chronicle of Higher Education that argues higher education spending is out of control.  Regent Knecht's article was later republished in the Las Vegas Review-Journal, and they did not respond to my request to publish a reply. Dang!
How Big is Higher Education?   A blog entry on the UNR Faculty Senate site, in answer to Gov. Gibbons' claim that Nevada is relatively generous to higher education (Jan. 17, 2009).  Here is another collection of data in Excel from the Statistical Abstract of the United States.
The Economic Principles of State Budget Cuts.  A fourth open memo to President Glick (Jan. 16, 2009), outlining the macroeconomic, microeconomic, and distributional effects of tax increases and spending cuts.
Some Proposals on State Budget Cuts.  A third open memo to President Glick (Jan. 14, 2009), with some suggestions for dealing with the state's budget crisis. These were a little rough, but a number of people had asked for ideas.
A Look at State Budgets over Time. Another open memo, with more interesting graphs, to President Milt Glick (Jan. 1, 2009). Here is the data I used in Excel on state output, expenditures, and budgets, so you can see for yourself.
Does Nevada have a Spending Problem? An open memo, with a couple of interesting graphs, to President Milt Glick (Dec. 1, 2008). Here is the data I used for my graphs and also some on educational attainment.

A short version of this memo was published in the Reno Gazette Journal and a longer version in the Las Vegas Sun.  Former state senator Bob Beers wrote a "rebuttal" in the Las Vegas Review Journal, and I then wrote a reply in the Las Vegas Sun.
